DISCLAIMER The rules and regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimal acceptable requirements for such events. These rules shall govern all National Organized Barstool Racing Association (NOBRA) events, and by practicing in these events, all participants agree to comply with the conditions set forth by these rules. IMPORTANT: Competitive barstool racing can result in injury and/or death to the participant. No expressed or implied warranty of safety shall result from publication of or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others. As changes, additions and deletions to these regulations occur during the period this document is in effect; the changes shall appear in the official NOBRA publication or by mail to duly registered NOBRA members. It is the member’s responsibility to keep informed. The NOBRA board of trustees reserves the right to rule upon the acceptability of any new products and/or technologies that affect the performance and cost of carting. Manufacturers of products should submit them to the NOBRA board of trustees for review prior to general marketing of the product.
101 STATEMENT OF PURPOSE
101.1 General : The specifications and regulations continued herein are intended for the orderly conduct of the sport of competitive barstool racing. They have been assembled according to the process set forth in the NOBRA Bylaws and based upon the founding roles in the sport.
101.2 Rules Of Familiarity : Individuals entering events as bar stool owners or drivers and those entering the pit area of a racing facility are required to be familiar with these regulations and supplementary rules or instructions governing the event. By participating in said events, said regulations, supplementary rules or instructions bind all individuals.
101.3 Responsibilities : The primary responsibility for the safe condition and operation of a barstool racer or any vehicle placed in competition rest with the owner/driver. The track operator’s primary responsibility is to provide a place for racing configured to acceptable known practice and reasonably maintained. The NOBRA serves to provide the important link between the participant and the track, providing specifications and regulations for orderly conduct of racing events based upon experience gained from motor sports all over the world. The quest for safety is shared responsibility between the participant, the track operator and NOBRA.
101.4 Intent : These rules of the sport are the standard by which the NOBRA will be guided. Officials at events are authorized to decide if a change or design is an attempt to "beat the rules". They can and will disqualify an entry and the disqualification will be upheld by the NOBRA. A NOBRA official shall have the right to initiate action correcting a hazardous condition or a condition not in compliance with the spirit or intent of these regulations.
101.5 Within the regulations and specifications listed, any item that does not appear in print or that is not called out does not imply or guarantee, legality, and may be determined to be illegal based upon spirit and intent.
102 MEMBERSHIP
102.1 Membership : It is mandatory to be a member of NOBRA in good standings with appropriate dues paid and required documentation completed to be credited with points earned or to race in NOBRA sanctioned events.
102.2 Membership Card : It is the responsibility of the driver to present a current membership card at any NOBRA sanctioned event for the purpose of registration.
103 MINORS
103.1 Minors : It is mandatory for persons under the age of 18 to have properly executed thecorrect paperwork and release forms before He/She is eligible to practice or compete at NOBRA sanctioned events.
103.2 Novices : Novice drivers must complete 50 race-simulated laps before He/She is ableto compete in NOBRA sanctioned events.
103.3 Rookies : All rookie drivers must display a 1" wide orange stripe on the back of His/Her Bar Stool for three races or until the governing body is satisfied with His/Her racing performance.
104 CONDUCT
104.1 Conduct: All drivers shall conduct themselves in an orderly manner. Any physical, verbal or any other abuse to any persons at any NOBRA sanctioned event will result in ejection from the event and suspension from the NOBRA.
104.2 Pit Crew: Members are responsible for any person in his/her pit crew. Any unacceptable actions of the crewmembers will result in penalties paid by the driver/member.
105 GENERAL RACING RULES
105.1 Track Markings : All drivers must observe ALL track markings designated by the race officials at all times. Course martial may disqualify any persons thought to be purposely ignoring said markings.
105.2 Sportsman-like Driving : Close racing and rubbing provide for great excitement, but it is the responsibility of the driver to maintain any contact with other drivers to a minimum. It is up to the course martial to keep it in the spirit and intent of racing. Any driver thought to be abusing or bending this rule will be disqualified.

105.3 Lapped Bar Stools : It is up to the driver of a lapped bar stool to be aware of faster approaching bar stools and to abide by the lapped bar stool flag. Any driver intentionally holding up the leaders will be black-flagged. All drivers being lapped must give up the preferred line and hold their line consistently till the exit of the corner.
105.4 Direction Of Travel : It is mandatory that all drivers observe the normal direction of travel and never travel opposite of it. Any failure to abide by this rule will result in disqualification and suspension from NOBRA.
105.5 Stopping On Course : Any competitor forced to stop on the course during a practice or race will be responsible to relocate his/her bar stool to a safety zone without endangering the others o the course.105.6 Exiting Course : All carts must exit at designated exit area. All drivers must use proper signaling procedure.
105.7 Re-Entry To The Course : All drivers must re-enter the course in designated area or where course official directs you.
105.8 Slowing On The Course : A driver on the course must safely move to the outside and raise his/her hand enough to be clearly visible to the approaching drivers. Constant failure to do so will result in points loss decided by a vote of the governing body.
105.9 Practice : All drivers must practice prior to any event. If the driver elects not to practice for any reason he/she will start from the rear of the grid. During the time between races members may only miss one official practice. Any member who misses more than one practice or any meeting will be started at the rear of the grid of the last chance qualifier.
105.10 Identity Of Entry : All bar stools must have an identity number. This number will be on you frame as well as your registration form. The cart frame may not be changed during any event.
105.11 Tech Inspection : All drivers are responsible to have their bar stool inspected upon registration. Tech inspector may request any driver and his/her bar stool to report to tech inspection area at any time. No cart will be allowed to race without tech sticker on the cart.
All fuel containers must have sealed caps on them at all times when not in use. No persons will be allowed to smoke in pit areas. Welding will be permitted only in designated areas.

Failure to clean your pit area or any other areas affected by your team or crew can result in race suspensions.
106.3 Driving in Pit Area: Absolutely no driving of any motorized or human powered vehicles will be allowed in pit area.
106.4 Grid Area: Only the driver and one crewmember may be on the grid area before a race. No major work may be performed in grid area.
107 PIT RULES Flags
107.1 Green Flag: Used in practice when track is clear. When used at the start of a race it is to signal clean start and clear track. 107.2 Yellow Flag: Will indicate caution on the racetrack. All drivers must slow as quickly as possible and not race back to the line. No passing will be allowed under caution.
107.5 Black Flag: Black flag rolled back indicates you are on the border of receiving the full black flag. Full black flag indicates that you have been disqualified for an infraction on the rules and regulations set forth by NOBRA. You will immediately and safely exit from the course and report to the race marshal.
107.6 White Flag: Indicates that there is only one lap to complete the race.
107.7 Checkered Flag: Indicates the completion of the race, to slow safely and exit the track.
108.3 Safety Apparel: All drivers must wear long sleeve abrasion resistant material and long pants of similar material. Gloves and closed shoes are required.108.4 108.5 Safety Tech: All safety gear is subject to tech inspection for safety prior to any race.109 Suspension
109.1 Power of Suspension: The power of suspension will rest entirely with the board of trustees of the NOBRA.109.2 Suspension Period: The board of trustees of the NOBRA will decide the suspension period.
110.1 Wheelbase and Stool Regulations: From center of front axial to the center of the rear axial dimension will be not exceed 29 inches. From the farthest outside of the tire to the same on the other side will not exceed 40 inches. The barstool must be constructed of an original barstool. The minimum height to the top of the stool is 28 inches with a maximum of 2 inches of foam or padding of any kind.
111.1 Tires: Must be of pneumatic design and on the open market sixty (60) days prior to sanctioned race.
112.1 Steering: Must be of direct mechanical type and all nuts and bolts including the spindle must have nylon locking nut or cotter keys.
115.1 Chain Guards: All carts equipped with a drive chain, belt or gear drive must have a chain guard to protect form a chain failure or derailment.
115.2 Exposed Sprocket: No cart may have any exposed sprocket that is not driven by a chain, belt or gear.
119.1 Tear Down of Engine: The protester wanting to tear down another competitors engine must put up $50.00 plus the cost of a Gasket set. In the event that the tech inspector finds nothing illegal the racer who was tore down will receive the money and the gasket set. In the event that the challenged party indeed has an infraction of the rules the challenged party will lose the fee, the gasket set, points for the race and possible suspension of membership in NOBRA.
119.2 The same safety equipment provided for the inspector at the time of pre-race inspection must be the same equipment that the driver used during the race. If the equipment is switched for any reason the new equipment must be checked through tech. Failure to do so may result in disqualification.
119.3 Refusal of Tech: Refusal of post race tech will result in disqualification and loss of points for that race. Repeated infractions of this rule may result in suspension from NOBRA.
119.4 Bore and stroke must remain stock. The formula for calculating this is: Bore x Bore x .7854 x Stroke = Cubic Inch Displacement
119.15 Carburetor must remain stock appearing on the outside. All internal modifications will be permitted.
119.16 Any air filter will be permitted as long as it is safely secured to itself.
119.17 Any ignition using the flywheel magnet will be permitted.
119.18 Any place a gasket is used, multi gaskets will be permitted.
119.19 Piston and connecting rod pin must remain stock.
119.20 Connecting rod may be after market but may not deviate from stock rod specifications.
119.21 Piston rings may vary.
119.22 All stock shrouds must remain in tack on engine.
119.23 Cams: Cam must remain stock looking. They may not have ramping to increase valve performance. All Specs.
